Its not optional to not have one of those elements, just like a story much have characters, plot, conflict, and a setting. Within that, a story must have a protagonist with a goal, an obstacle or conflict that stands in their way, a sequence of events (plot) to drive the narrative forward, and a setting that establishes the world in which the story takes place. 

These are the essential components to a story, though there is plenty of debate about whether you only need three core things: a protagonist, an objective, and an obstacle, or the whole shebang.

Without all three, it is just not a story.
